Magistrates are appointed by the City Commission.


The purpose of the Code Enforcement Magistrate is to conduct hearings relating to enforcing the codes and ordinances in force in the City.


  • Adopts rules for conducting a hearing.
  • Hears cases and may impose fines for violations of City codes including occupational licenses, fire, building, zoning and sign ordinances.
  • Orders the violator to comply with City codes or ordinances. The decisions of the Board have the force of law and can only be appealed to a circuit court for review.
  • Subpoenas alleged violator and any witnesses to hearing.
  • Subpoenas evidence.
  • Takes testimony under oath.
